Joe Biden was sworn in 11:49am Washington time, 11 minutes before Trump's tenure expired. The chief judge wrongly congratulated him as "Mr president" and nearly rescinded it after that realization. It took almost a minute of confusion for them to decide to move on.

He was lawfully sworn in. However, his tenure did not begin until 12:00 Washington time.
