This is not a feasible idea.

The money to buy the rigs will build a very good housing infrastructure in that water community

Even at 3 million? And Nigeria as an oil producing nation could probably source some at reduced price. Besides, just imagine how neat three oil rigs with blocks of flats in place of steel girders would look at night, especially with some of the steel frames, pipes and railings festooned with light. Besides this it would provide the Makoko people with space, clean environment and revenue from the tourists it would draw. smiley
