Is INEC's double postponement of Saturday's legislative elections part of an elaborate attempt to rig the 2011 elections, a brave move to block such attempts, sheer incompetence, or a mixture of all three? The polls, originally scheduled for last Saturday, were later moved to Monday before finally being deferred until April 9. Materials and personnel failed to arrive at a large number of polling stations for the vote on Saturday. The postponement first prompted anger, with several rights activists and politicians calling it a national disgrace.

The identities of the six firms and their facilitators contracted by the Independent National Electoral Commission (INEC) to print ballot papers, result sheets and other sensitive materials for the 2011 general election has been revealed.
They were Tip3, a Spanish company represented by Hashim Dikko, and Graphic Inline (Gi) with Sanni Lamido as proxy. Also on the list were Kalamazoo, represented by Dick Jackson, a Nigerian-Briton married to a lady from Kano; Aero-vote represented by one Yerima; and SanFrano, a German/Polish company represented by Sanni Musa.
The sixth company that benefited from the printing contract was VI Solutions, sponsored by Yahaya Sani. SanFrano, according to investigation, was the firm that went to China to print the papers but failed to deliver on time for the April 2 elections.

The six contractors received over N13 billion for the printing of the 75 million ballot papers and result sheets for each of the elections. The contracts were awarded to the companies by INEC in late February this year, according to investigation.
Other sources reveal that the six men were proxies for Prof Attahiru Jega and Alhaji Hassan Tukur, principal Secretary to President Goodluck Jonathan; Claiming that Hassan Tukur chose and engineered the appointment Prof. Attahiru Jega as INEC chairman.
An abundance of conspiracy theories have circulated on social media platforms, ranging from a concerted bid to discredit the electoral commission by those scared of a free poll, to an attempt by the ruling party to cling on to power.

There are also fears that last week's chaos undermined the electorate's faith in the process and that fewer people will turn out for the second attempt. But preparations are further ahead than a week ago and INEC officials are optimistic.

Expert raises security alarm on April 2011 elections, weeks ago.

African Herald Express has obtained a copy of a confidential letter written to INEC Chairman Prof Jega by an internationally-acclaimed Nigerian election expert, raising a security alarm over one of the contractors Jega had picked to supply sensitive materials for the April 2011 polls.

The letter which was addressed personally to Jega and bears February 21, 2011 date, called on Jega to conduct background checks on suppliers of sensitive materials; adding that one of the contractors is a known political party operative. The rest of the letter, titled ‘DANGER-SECURITY CONCERNS OVER PROCUREMENT OF SENSITIVE ELECTORAL MATERIALS-BALLOT PAPERS’ reads as follows:

“I would like bring to your notice- the fact that the Commission has recently cleared a known political activist – a PDP gubernatorial aspirant in 2007 election and until very recently an aspirant for the Niger East Senatorial seat for 2011 election who narrowly lost to the incumbent senator has now been cleared for the procurement of security – sensitive electoral materials – (Ballot papers) for the general elections in 2011.

“Besides, the desperation of politicians to win at all costs and the obvious serious security questions in the country, the Commission should as a matter of urgency review and re-examine the individuals behind the Nigerian companies recently cleared for the procurement of security sensitive election materials.

“To ensure that no lapses would be recorded as was the case during Professor Iwu’s era, we would advice that the Commission rechecks the credentials of those would be suppliers. We are informing the commission through this letter that the gentleman who took its officials to Warsaw and Berlin for the purposes of procuring ballot papers should be reviewed. This is not the kind of job you entrust to inexperience individuals simply because they happen to have a friend or two among the staff of the commission.

“Alhaji Sanni Musa contested for primaries in the gubernatorial elections of the Peoples’ Democratic Party –PDP in 2007 elections and lost to the present Governor. He also was an aspirant to the Niger East Senatorial seat of Niger State in the coming 2011 election and lost to the incumbent Senator.

I do not think that the Independent National Electoral Commission –INEC, should entrust such security sensitive election materials to such persons. We have consistently advised the commission on such issues in the past; i.e. our letter to the commissions’ Honorable Chairman on the same subject matter dated 8th July 2010. My judgment is based on experience on such matters and I have letters of commendations from both the Commission – INEC and other international organizations to prove this”.

My worry is why a certain group of Nigerians are the only ones "eligible" for INEC 13 billion naira contract awards. I hope that we're not in for another replay of Katsina PTF billionaires scene II---Buhari angry
