"Do not judge by appearances, but judge with right judgment.”—John 7:24



Both statements were made by JESUS and seem contradictory, however when you go through that part of scripture again you will notice that JESUS is referring to people who judge wrongly and hypocritically.
It's OK to judge as a born-again believer if you judge with clean hands. You don't judge others when you have dirt on you. Worst is judging people (esp the innocent) wrongly.

Judge not is on the condition that you are judging someone and you are guilty of same thing. You cannot be a judge for an issue you are not fit to judge

Reading the Mathew 7:1-5 explains further

7 “Do not judge, or you too will be judged.(B) 2 For in the same way you judge others, you will be judged, and with the measure you use, it will be measured to you.(C)

3 “Why do you look at the speck of sawdust in your brother’s eye and pay no attention to the plank in your own eye? 4 How can you say to your brother, ‘Let me take the speck out of your eye,’ when all the time there is a plank in your own eye? 5 You hypocrite, first take the plank out of your own eye, and then you will see clearly to remove the speck from your brother’s eye.

Pay attention to verse 5

In summary, we can judge but be sure you are clean before judging someone else

It is The Right that Judges and Condemns the Wrong and The Law is in doing that which is Right, hence the Solid Power of the Right to Judge.

Neither can the unright or the Wrong Judge for is he to judge rightly and condemn himself?

Neither is he allowed to judge wrongly, for all Judgement is based and Must be Based on Rightness, therefore, he has no power or if he once had it, then he loses and must lose it!

A sinner is not allowed to condemn a fellow sinner when he is doing the same or similar thing. As a Christian, you should not conclude (pass judgement) on a matter you do not know the full details. But you are allowed to say that good is good and evil is evil.
