Both statements were made by JESUS and seem contradictory, however when you go through that part of scripture again you will notice that JESUS is referring to people who judge wrongly and hypocritically.
It's OK to judge as a born-again believer if you judge with clean hands. You don't judge others when you have dirt on you. Worst is judging people (esp the innocent) wrongly.

"Judge not" The first I heard this was from an unbeliever. They happily quote this, anytime you want to condemn their bad behavior.
