This is not random. This is organized crime. Big ones are in this.... making way for safe passage to hideouts. Which bandits can control that many people?.... and not be caught? It's even hard to steal 20 cows at one go let alone young, energetic, thinking people with phones. Inside job.
There is big money at the end of 5he road... FG will pay... and if caught.. those will be 'reoriented' and set free.

Alot of intelligence gathering to decide best approach or engagement to be used. This can't continue definitely.
