It is...but then you have to let them set the price of the fuel they refine...instead of setting the price below their profit margin for them, and paying them a subsidy that does not cover their losses.

He was just speculating on the price, this is reasonable considering that both the oil and refining are done in same area which will eliminate transport and shipping cost together with all ancillary things that go with it

He wasn't dictating a price but speculating on what the eventual price might be.
This doesn't remove anything from deregulation

And remember there's no provision for it in the year's budget.
