This argument has become stale. There are institutions of democracy to address abuse of state or regional police should governors use them for electoral heist, but there are no institutions of democracy known to bring back to life people who die due to the failure of the centralized policing system. Moreover, Yahaya Bello will not be governor of Kogi State forever. When there is state police it will be left for citizens to vote responsible persons as governors and that will even help in discouraging the attitude of voting based on sentiments generally in the country.
