It depends on what you understand by governance. It does not end in building roads and gutters. Does your understanding of governance exclude ethnic and religious equality? Does it exclude inclusiveness, social justice and equity?
It is just like a society where a leader goes about building infrastructure that grieviances will trigger their destruction. In terms of human and people management, Elrufai is a collosal failure. Governance is about people. He is a nepotic, despotic, religious bigot and an ethnic bigot.

I hear alot of people who never lived in Kaduna talk way they know not.I also see alot of fanatic(by their name u will just know) making comments on how hell rufai is d best governor Kaduna ever heard.One thing I can say though,is if only hell rufai can put his fantism aside,he will be great..by he can't.Its like peak,it's in him.The same way an average northern Muslim even d educated one will never see any Bihari wrong doings is d same way d Kaduna Muslims will keep praising el rufai become his fighting their sworn enemies without even hiding it.
