With the manace of open grazing and farmers conflict remaining unabated, perhaps Southern State governments should consider imposing open grazing taxes. This could be per cattle tax. The imposition should be high enough, say $20,000 per cattle found openly grazing. The proceeds should be kept in a trust account and the proceeds can go to payment of compensation for crops destroyed by herdsmen. Every farmer should be compensated for losses related to herdsmen recklessness.

If huge taxes are imposed on open grazing by State govts in the South, these herdsmen would look elsewhere or embrace ranching. The herdsmen are unwilling to embrace ranching because open grazing is like free feeding of livestock.

This is lovely suggestion but it has one minor setback: how do you checkmate the activities of the herdsmen in each state? Because as it stands, Nigeria does not have a concrete data base and with our porous borders it may be hard to clamp down on retreating herdsmen.

The suggestion is to have poll tax enforcers. Regions are now having their security outfits, so each herder marauding with cattle should show tax receipts or livestock are confisticated. In any case, this is a suggestion. Our members of House of Assembly should get to work.

A good idea. But I do not think members in the national assembly would never think of such. Many among them will see your suggestion as an encroachment on the rights of free movement. But may God help us.

State Houses of assembly. State laws are locally made at state level. It would increase their poor IGRs and create a pool, such the ecological intervention pool. Our governors should step up abeg,
