The funds should be repatriated to Delta State coffers whence it was initially diverted.

That would be a mistake because even the current t governor is an Ibori boy/puppet. They should just find a way to distribute it to the indigenes of the state without involving the state government, else it will find its way back into the looter's (Ibori) pocket.

Since the money was stolen from delta state treasury why not return it to delta state treasury so it can benefit the people it was stolen from?

Even with the billions of naira stolen by James Ibori from Delta's state coffers. He still remains one of the best governor Delta state ever had. I wonder the level of stealing going on under the surplus teeth guy called Ifeanyi Okowa.

The money should not be given to the Delta state government because the same looter (James Ibori) controls all of them in government, including the governor.

Instead they can set up a fund whereby the money would be given as grants to Delta State indigenes, entrepreneurs and masses. If the money is returned to the state government, it will still end up in ibori's pocket because he controls even the state governor.
So that it will be controlled by Fulani thieves?

WHEN FUNDS ARE LOOTED AND RETURNED.

I DO NOT LIKE THE "TAKE IT ALL CULTURE OF THE FEDERAL GOVERNMENT"

There should be laws that seek to transfer such funds to the originating states.

For example, the returned funds is supposed to be paid to the Delta state government coffers under a special supervision by the EFCC and other federal agencies.
