For those that may care to know, the Nigerian Constitution actually mentioned referendum, but in very few cases.
It can only be conducted in these three situations:

1). When there is need for the creation of a new State or a new Local Government Area (Section-8 of the Constitution).

2). When there is need to recall a National-Assembly member (Section-69 of the Constitution).

3). When there is need to recall a State House-Of-Assembly member (Section-110 of the Constitution).


And in all the cases, it is only INEC that has the sole power to conduct any of the referendums.

In the Nigerian Constitution, there is no full section where referendums are explained and detailed; where the Constitution stipulated that some categories of national or State issues, or some magnitudes of national or State issues shall be decided either fully or partly by referendums.

It only means that, apart from these three situations stated above, every other form (or type) of National or State issues shall be decided FULLY by the Federal or State Legislature and the Judiciary.
...
For those of you that are shouting Referendum Referendum Referendum.!!
Please, know it now that since you're not seeking for the creation of a new State or Local Government, or for the recall of any of your Legislative Members, then you cannot get it. Even if Nigeria wants to give you the Referendum, the Constitution highly restricted such.

And Most Importantly, Please Note That:
REFERENDUM IS NOT WAR.

Those who drafted the Constitution were in a hurry. They couldn't simulate other possible future agitations or events. However, a constitutional review is possible on many grey areas such as this, that's if those whose mandate it is to do such are sensible or have that as priority.

The constitution did not faĺl from the sky. Some people wrote the constitution so some people can amend or rewrite the constitution.

Ignorance is a disease, the money delta state collected from statutory allocation in 2020 from the Center (Abuja) is more than the whole Northern States combined, mind you The States & Local Governments Keep 75% of their Internal Generated Revenue, So your argument is flawed blame your backwardness on your own people, not the Hausa or Fulani man in Northern Nigeria, can you tell me anything your state Governor or Government has done for you?

Because it was fraudulently drafted. However the provisions for recalling the law makers has embedded in it the joker we can use. Each constituent of the law makers should give them 1 month to move motion for constitutional review, else their recall proceeding shall be initiated ASAP.

their is no way you will build a nation in another nation and you will be let in peace....

The op is probably ignorant that the current 1999 Constitution of the Federal Republic of Nigeria is a fake document that was given to Nigeria by an illegitimate military government, hence has no value and isn't binding on anyone.

By implication, all public office holders since 1999 who swore by this illegal Constitution have no legal basis to do so.

What's there to explain better?

1. Coups that usher in military dictatorships are considered illegal everywhere in the world.


2. As a result, military governments are illegal.


3. Abdulsalam Abubakar became the military head of state by military fiat after General Abacha died.


4. That means, Abdulsalam Abubakar ran an illegitimate government before he handed over power.


5. His illegitimate government produced a document which was termed as the 1999 Constitution.


6. A Constitution created by an illegitimate government is also illegitimate even if it copies word for word the American constitution.


7. All the presidents and public office holders since 1999 swore by that same illegal document which rendered and renders their government illegitimate too.


8. In order words, Nigeria isn't really a country, it is a banana republic where people pretend at governance and try to create an impression that they are practicing democracy.


9. The very basis of democracy is the law as enshrined in the constitution which in Nigeria's case is non existent.


10. Summary:


a) Nigeria isn't really a country, just an amalgamation of various ethnicities into a fraudulent union.


b) That fraudulent union had a 100-year expiration charter which passed 7 years ago in 2014.


c) no matter how many elections you do in Nigeria and no matter how much you restructure or try to restructure, Nigeria has expired and it will continue to give all of us diarrhea.
