I didn't see any reasons why an individual will not pick a new number.
Sometimes, it might be emergency or anything.
Mostly, the ladies are always the once not picking a new number.
But I see it as childish behavior.
Pick the call, listen to what the caller is saying, if its important then continue if not then do otherwise.

Them never bill you before

Debtors are mostly the ones in this behavior.

Only criminals do this if you ask me.

Depends on experience, experience from such calls have taught me that it is either a scammer, a biller or someone you just don't want to talk to at that time.
