These evil people say the reason Mbaka is speaking against their incompetence in falling to secure Nigeria is that he asked them for a contract

And I'm forced to ask them when did it become an offence for any Nigerian to ask for or bid for a contract?

What is an offence is collecting money and not doing the job or am I missing something
