What emergency powers does the president get after making this declaration? Are more funds going to be released? Does the president start conscriptimg troops?

In 2018 Buhari declared a state of emergency on water, sanitation and hygiene, has anyone experienced any noticeable changes since? What about the states of emergency decelerations made under Jonathan? If the answer is no why do people believe this emergency declaration will be different?

Noted I'll add those examples to the initial post. I can't find the 2009 example but I did see a 2011 and 2013 states of emergency declared by Jonathan. Who knows if the 2013 emergency expired.

National Assembly nullified the second phase of the State of Emergency in the North East by withholding its approval.

Moreover, we know the meaning of State of Emergency is not necessarily build-up of Military post rather providing special budget, immediate response and direct solution to problem in view.

The basic principle behind a state of emergency like any emergency is to disrupt the normal course of administration or operations of an entity and hand over control to another.

If I am involved in an accident and a medical emergency, in normal climes you lose the power over your time, your space/privacy and even your resources. Every part of your life for the period of emergency is decided by another person. You in effect have no say as to what you eat, drink, wear, hear, watch...

It is the same for institutions as a 'State of Emergency on Insecurity' which affects the security institutions of state.

Or a 'State of Emergency in a locality' which affects the administration of the place.

So in a nutshell, a 'State of Emergency on Insecurity' I assume will involve a direct control by whoever declares it of the instruments of security, be it the police, military and other paramilitary organizations.

To the extent to which their leaderships will either be suspended or replaced remains unsure but one thing is certain there would be significant changes to the way these organisations will operate under emergency rule.

Same thing with territories, the constitutional structures are suspended and taken over.

The problem is that the Constitution isn't really clear on what obtains during a state of emergency. Hence it's becoming more of political rhetoric with very little impact.

During a state of emergency in a state, the governor of that state is normally removed and a military administrator installed. Curfews are imposed... Mind you, a serious curfew, not the type we see governors impose which people disobey. If the army says it's 6-8 pm, if they see you outside after 8pm... You go hear am.

Also, certain rights in the constitution are suspended.


But if it is a full-blown coup, the constitution will be suspended, the leader of the coup will take over as president. The president will be arrested, all State governors will be requested to report to the nearest Military barracks where They will be detained indefinitely.

The Constitution is clear but like most things Nigeria, impractical and very difficult to administer due to the infancy of our democracy. One that has refused to develop along best practices.

State of Emergency has always been declared in USA on several issues of public importance.

Have you ever heard of any State taken over by the Federal Government of US? The State of emergency requires allocation of special funds and resources to mitigate the issues at hand not suspension of constitution and rights of the citizens.
