When they declare a state of emergency, it allows them to suspend certain civil rights provisions of the constitution, such as freedom of movement, freedom of assembly, freedom of speech (to prevent incitement to violence etc), rights preventing detention without trial, etc, and they are also have greater authority to impose curfews and lockdowns, stop and search operations etc.

For me, it is just mere grammar. There is nothing state of emergency does in Nigeria that can't be done without the fanfare of making a declaration speech. Soldiers are on the street,Curfew can be imposed, state or no state of emergency.

Something that doesn't increased the military capability and armament is utterly useless.

The basic principle behind a state of emergency like any emergency is to disrupt the normal course of administration or operations of an entity and hand over control to another.

If I am involved in an accident and a medical emergency, in normal climes you lose the power over your time, your space/privacy and even your resources. Every part of your life for the period of emergency is decided by another person. You in effect have no say as to what you eat, drink, wear, hear, watch...

It is the same for institutions as a 'State of Emergency on Insecurity' which affects the security institutions of state.

Or a 'State of Emergency in a locality' which affects the administration of the place.

So in a nutshell, a 'State of Emergency on Insecurity' I assume will involve a direct control by whoever declares it of the instruments of security, be it the police, military and other paramilitary organizations.

State of Emergency takes away most of the democratic tenets and principles. The House of Assembly may not even function independently. The Judiciary will be an appendage under the control of the military administrator. Military oppression of civilians and even extra judicial killings of citizens.

State of Emergency is the last born of war in a democratic setting.
