It's always about 'stark' personal interest.
I'm sure there's some form of money to be made from that office or that whoever occupies the position has easy access to funds.
They should probably call on a 'white european' to tell them how to organise themselves.

Even a combination of the 2, depending on the African country.

Democracy as it is currently practised in Africa is a scam and does not suit us, because we're heterogeneous, that is, we're made up of different tribes, languages, cultures, different ways of thinking etc.
In such an environment, telling people to vote(choice) is basically a waste of time because, people would vote for their "own". The people being voted for know this, and fan the flames of tribalism, religion etc.
