How does anyone explain the fact that Fulanis kidnapped people in Okigwe and Ozubulu with all the military and police presence in the East?

Before the military presence, there were no stories of kidnap happening in the East but all of a sudden Fulani herdsmen have become emboldened to kidnap people on the roads. Isn’t it clear that the military is working hand in hand with the terrorists? What is the ultimate goal? Igbos, we are in trouble, each day we all should thank ESN for the work they are doing, else our people would have been in Cameroon as refugees like some of our African brothers in Benin republic .
