Refree can be anyone that you worked with or knows about you. I don't see any point that it must be someone prominent in the society or military personnel.

Same refree in your resume can be used while filling your frsc application form online.

It's not a guarantor that has conditions attached.

Senate President
Senate Committee Chairman on Interior
FRSC Senior Officer (a very strong one oo)
