Exactly how is it “unnecessarily” (sic) to know who is attending public schools?
In any civilized nation, you cannot access basic public services (schools, healthcare, etc) without a valid state-issued ID.

In Nigeria, we do not know how many we really are, we do not know who lives where or who comes and goes, etc. SMDH
