How did you know that he has thousands in his account and doesn't he have wife and kids in the state?

1. His State ID card has expired

2. If he has a trusted ally, send his ATM card back and tell the person the PIN to withdraw and send to him.

3. You guys should raise funds and get him a plane ticket back to US. Once in US, he can arrange to be driven straight to the hospital to get the medical assistance he needs for free and get unemployment benefits. The social workers will arrange a living place for him.

NB: His presence back in US is the best thing that can happen to him now. That should be your primary goal.
