I don't think it is every town and villages that has it.

Enugu has a case study is too poor to defend themselves against herdsmen attack especially Nsukka axis. I don't know why the village and town cannot fund and formed their own vigilante instead of relying on the state government.

Some has it . Some doesn't has it. State like Anambra and Abia has their own state vigilante formed by the state government that why herdsmen hardly attack those states unlike Enugu and ebonyi.
