Second is a identification for all citizens. A central system that can then be used to track population, birth, deaths, relocations and employment in civil service.
I will push for states to start depending on IGR gradually in a process that reduces their share of FAAC to 8% from the current ~30%.

Regions will handle all main roads within and the FG will only intervene equally for all region.
Each region must have their main industrial hubs built around their most sellable raw mateeials,(crude, natural resources, rubber, cocoa, groundnut rice, etc).

FREELANCE!
As much as possible, open the country to freelancing. Make it possible to receive any kind of payment (any currency, bitcoin, etc). The caveat will be that $2000 cannot be easily transferred out of the country.

CURRENCY!
No more banking and parallel rate. Everybody uses the same rate whether its a bank or BDC. Do this by selling directly to banks/BDC at the same rate. Reduce dependence on USD. Explore the gold standard (don't know enough yet but explore if it keeps inflation down). Try to increase demand of Naira by trading oil in Naira and making Naira legal tender in some other African countries.

PETROL!!
No subsidy. Free license to refine in the country. Free license to import fuel from anybody at normal customs rate. We don't have supply which is why petrol prices keep going up. The number of cars proportional to our population is extremely low and will only increase, therefore a low pump price, without subsidies, is extremely important.

REMITTANCES!!
Try to get visa free agreements with some countries especially for healthcare workers. Try to get acceptance of degrees by many countries abroad. Any Nigerian who graduated in the health sector gets a $10,000 loan to travel out to specific countries. They have to pay back the loan within 5 years at 10 - 20 % interest a year. They can only get the loan if they're going to a country we have an agreement with. So if they disappear, the country takes the money directly from their bank accounts to us. Remittances from people abroad is the biggest source of foreign currency in this country. In the same vein, we should accept all major foreign currencies.

TRAINS!
Use existing rail lines and have trains working 20 - 24 hours a day. Mandate cargo above a certain weight to only move by train. Any new rail construction will come with concession granted that the company builds the lines at record speed.

Tracking all MDAs is called auditing. We already have an auditor general. Focus on getting them how IRS gets people. If the FIRS comes after you hard, only you will tell yourself not to steal and not pay tax.

Another thing, companies looking for remote English, french operations should be able to call on Nigeria.

This is related to freelancing but as president, we could push for a few big contracts.

Go abroad, Nigerians are working in call centers everywhere. I remember when I spoke with an Airbnb rep and she told me she was based in Lagos. I was overjoyed.

For the companies, hiring Nigerians could be cheaper than Indians. An experienced customer service call center agent earns ~ $20/hr meaning $160 a day or $3,200+ a month before taxes.

At 50%, that will be $1,600 a month or N640,000 a month at N400/$1. Imagine one small town has 50 people earning that legitimately. Think of the improvement in that area. Then expand this across the country.

Some Nigerians abroad may even prefer to come back and manage this in their own country.

Some people are mistaking the title for dictator for president. Most people won't be able to do all what they say if they are made a president. Jail all politicians . How? Would you also jail all the 109 senators and 360 house of rep? .. It's then you'll know how easy it is to impeach a president..

If your most important work isn't how to increase the revenue of Nigeria by at least 3 times, then you've already failed before you even start. And I'm sure you all know that increasing the revenue by that margin can't happen in one term unless by miracle oil price increases very well during your tenure...

As civilian president there is little you can do to change the polity.
As a dictator,
1 I will get us a new constitution.
2 Reform the police
3 Remove subsidy on fuel and electricity.
4 Ban all politicians who has held office since 1999 from active politics or contesting for offices.
5 computerise a lot of process in Nigeria.
6 FIght corruption with technology.
7 Develop the ‘Nigerian standard’ of Standardisation
