First of all, the report in question is the IG SIP report not the PSC's.

Secondly, the report didn say he wasn't guilty. They only recommended a punishment that isn't equal to the crime in some views.

What you need to know is that in this kind of our society, there are certain stage you get to, and it becomes very difficult to be totally innocent, especially when you want to prove that you are right? Some decisions are taken even in the US, not in the interest of the individuals but the institution the individual stands for.
Take for example, I can't say Kyari was conscious of the kind of business Hush was doing and the same time, I can't say he didn't collect money in the form of appreciation for responding to Hush's distress call that lead to the arrest of his business partner.

If a Civil Servants commit an infraction appropriate punishment is stated in the Civil Service act

If a Police officer commits an infraction appropriate sanction and punishment is stated in the police service act

In the case of Abba Kyari his only probable infraction is unlawful detention of Vincent for more than 48 hours without a court order

Kyari has loads of infractions and pending cases against him of which he is very much guilty. He should should be summarily dismissed even based on this case alone for his connection with criminals and the battered image of the Nigerian police. That's if there's any image left.
