I want to know if marriage certificate obtained at local government registry can be used to process international travel visa for spouse or it has to be strictly federal government registry.

Has anyone used local government registry certificate for visa applications before?

Yes. It has been used many times by many people. If you are still not satisfied, you can do a conversion process at the Ministry of Interior easily to get Ikoyi-level. No need to stress everyone.
