NNPC refineries generate zero revenue, pay workers N69bn

Workers at the government-owned refineries were paid a total of N69.07bn last year, even as the plants generated zero revenue as they did not process a single barrel of crude oil.

The refineries suffered a combined loss of N108.29bn in 2020, compared to N162.22bn in the previous year, according to data collated from their audited financial statements released by the Nigerian National Petroleum Corporation on Wednesday.

The plants, which are located in Port Harcourt, Kaduna and Warri, have a combined installed capacity of 445,000 barrels per day but have been in a state of disrepair for many years.

Kaduna Refining and Petrochemical Company reported a loss after tax of N55.77bn last year; Port Harcourt Refining Company recorded N28.67bn loss; and Warri Refining and Petrochemical Company posted a loss of N23.85bn.

Salaries, wages and other fringe benefits paid to Kaduna refinery workers fell to N26.02bn in 2020 from N34.52bn in the previous year.

Port Harcourt refinery put its aggregate payroll costs (wages, salaries and allowances, redundancy and pension costs) at N22.55bn, up from N18.62bn a year earlier.

Warri refinery said its aggregate costs of employees, comprising direct labour cost and indirect labour and staff welfare cost, dropped to N20.51bn last year from N30.86bn in 2019.

“For the year 2020, the company did not earn any income through shutdown of the plants and the ongoing turnaround maintenance,” KRPC said.

According to the financial statements, the company relies on short-term funding from NNPC to meet its obligations as and when due.

“Although the funding arrangement is short term in nature, the directors, based on historical patterns and continued discussions, with the parent, believe that the funding will be available for at least the next one year,” it said.

PHRC said the N28.674bn loss it incurred last year arose “principally from the inability of the company to refine single drop of crude in the year 2020 and other previous years in quantities and at rates above its break-even points, hence it was unable to earn enough revenue to cover its costs.”

“However, the parent company, Nigerian National Petroleum Corporation is committed to continuing to support the sustenance of its operations through adequate funding,” it said.

The company noted that the Federal Government had approved the sum of $1.5bn to rehabilitate the aging plants towards productive and profitable use.

“Without doubt, if this plan is fully executed, the reoccurring losses will stop in the year 2023, which is the expected date of completing the phase one of the rehabilitation project,” it added.

According to PHRC, the NNPC provided N107.86bn as of December 2020 to the company under a funding arrangement that is interest-free.

“An amount of N448bn is due from the company to the NNPC as at December 2020 and N361bn in year 2019 under this arrangement,” it said.

The refineries don't work because for years they have been forced to work at a loss....so that Nigerians can get cheap fuel

As for payment....Government does not pay NNPC workers from the profit of their refineries...it is from allocation to NNPC.

i DON'T like Atiku, but there is a good reason why he called for NNPC to be privatised.

And to know that buhari is the minister of petroleum, one would think that the integrity crooner will do things differently but alas, he did worse. For people that don't understand economics, can someone explain how you make profit without a single sale from an assets?

So you want to hold the ordinary Nigerians looking for their daily bread responsible for this mess called NNPC, who and who constitute the board that really makes the decisions in NNPC, are they not northerners? Are they not to be held responsible? When they packed people that do not know anything about the job into the decision making position because they have father, uncle and relations in government how do you blame ordinary Nigerians for that?

In any functional society, medals given to an individual or an agency are always earned, never dashed.

Just last time, the nnpc announced a humungous profit made over a period of years, and now this(that's if sane people even believed them). One then wonders how we continue to overlook important and dicey issues in this part of the world. Can we just unbundle this nnpc please and deregulate this sector to allow people with the wherewithal to run it?

Considering that the refineries were already not producing at 2011....LONG before Buhari took over.....

Also, it is Buhari's fault too. He should have removed subsidies, allowed NNPC to be privatized, and cut FG allocations to NNPC, so that NNPC lives off its profits...meaning the refineries would be working in months...because if they weren't NNPC loses.

But because he promised Nigerians N40 fuel, he won't do it.

Likewise all his predecessors. They know. But they don't want the polticial fallout of high pump prices.

We have 20 licenses for private refineries (it was more than that) that haven't been taken up because no one wants to be forced by the subsidy regime and government controlled prices to refine fuel at a loss.

Plus, NNPC refineries are bad for the same reason. Refining at a loss.Because subsidy

The only way for the refienreis to work is simple.

Let marketers control the price of fuel...not the government. And privatize NNPC.

Sure, we would pay for fuel at N300 per liter or higher, but in return..THERE would be enough money to fix refineries, enough money to make them work.

And NNPC won't dare let the refineries run down because as a result...they would lose profits if they do.

And we would get more and more people investing in refineries.because NOW it is profitable to refine at home , rather than import.

Finally, we would stop the illegal smuggling of our subsidized fuel abroad.

One reason why I voted Atiku in 2019 was because he planned to sell off the REFINERIES to those who will make them work.
Second and the main reason was because Peter Obi a technocrat was on the ticket.

Sell the damn things. These are cost centres just existing to drain the country's meagre resources.

Imagine spending billions on a venture that has been unproductive for years. No business will tolerate that and government shouldn't too.

Refineries that should have been sold off long time ago.

Nigerian government can't run businesses on behalf of the state. We are too corrupt for that.

I have always agreed with Atiku on this full privatisation thing all along.
