During the military era a governor could be transferred between multiple states. Therefore, there are many military officers that governed more than one state. For example, Colonel Raji Rasaki was governor of Ogun State and he was later appointed governor of Lagos State.

Ibrahim Kefas was governor of Cross River State from 1993 to 1994 and governor of Delta State from 1994 till 1996.

You are a real Deltan. Ibrahim Kefas was the military administrator that commissioned the first pipe born water project in my Village. Walter Feghabo was the last military governor of Delta state. You failed to mention Col. Bassy Asuquo, I think he was the one that handover to Ibrahim Kefas
