Nigerian government isn't worried about borrowing because they know they're borrowing from themselves. They steal money, open companies outside Nigeria and give it back as loan with much interest.
No sane human will be redundant that 90% of her revenue is utilized for debt servicing.
They know exactly what they're doing!

who is this man trying to deceive,he did not follow his own counsel and buy back the so called debt while he was finance minister under Babangida o! the debt relief was discounted through a comprehensive and detailed discussion with individual creditor nations and multi lateral creditors ......all Nigerian creditors had to agree for the debt discount before Nigeria paid off the balance with a lump sum of 12billion dollars.( we were owing about 32/40 billion dollars)...........Falae do not still Obasanjo and okonjo iwealas' work abeg!
