There was a time for the protesters to negotiate with the government but they didn't. Embassies were already closing their offices because they knew violence was coming. Government had to act with their power to restore normalcy.
However, the invitation of the army which involves killing is a no-no.

The president and governors are commended for their actions during the senseless ENDSARS protest.
The protest without direction.
