The Oputa Panel and the Lagos Panel are the way they are because the military was involved and a civilian Court has no power to punish the military or police directly.

The military or police have to admit wrongdoing and dismiss the personnel first before any action can be taken.

That is why the recommendation to the government was given and highest thing the courts can do with their current powers is give back financial compensation.

You claim it is not a law court yet it is presided over by judiciary members and has the power to reward legal restitution to victims.
