Ure right that it's a problem of underdevelopment but the military needs them proscribed as Terrorists to enable them use the Tucano jets against them without breaking the agreement entered into with the US Govt. They agreed to use them ONLY against terrorist groups and the US even reminded them of the agreement recently.
