A cover letter is not a must but it's a nice to have as if makes you stand out and serves as a means to explain things about you which are not obvious from your CV

Yes a cover letter is necessary.

You can embed it on the body of the mail or a short and clear introduction of yourself.

Always check and be sure it is requested

Today she's on the managerial team.

Cover letter in this time and age? It has lost its relevance. Gone with the times.

If requested, do a cover letter.
It helps you to indicate the actual position you are applying for out of the many list of positions available as you stand a chance of being given a position that is not your choice.

It also gives you opportunity to express your personality which your CV may not afford you.

But if not requested, you may need not to worry about that.

If you're going to write a cover letter........ No go use pidgin, shorthand, inappropriate use of punctuations, grammatical errors, grammatical inappropriate constructed use of English language etc etc

For some job applications if it is a must to submit it they would make that obvious.
"Especially for those with little or no leg and pretty good at what they do"
But It is better to have it, it would make you standout and also show readiness for the opening. And also all other job hunting tips like linking with someone in the organisation, knowing the company in view. In fact I believe cover letter is a big advantage.
