When govt was not getting money, but paying salaries, where did you think the money was coming from? Heaven? Govt income was curtailed, while expenses increased due to effort against the pandemic.
Nobody gave any money to any govt. What the CACOVID did was to provide donation in food, equipment and materials. If you are sure governors received any aid, ask the governor what they did with it.

All government want things to be stable, the economy to be growing, the country to be safe. When you have those things, you are sure of remaining in power. It is those not in power that want chaos so they can benefit from discontent against the govt. So why would any govt want anything that will harm the economy? Bring hunger to citizens? Make the country unsafe? So I laugh at stupid people that think those in govt will do anything that will jeopardize their stay in power.
