Exactly. Strong institution/system/laws/citizens/leaders/mentality. The leader is one of the pillars of the institution, the people are another pillar, house of assembly another pillar, law enforcements, health care, education etc are all pillars that keep the institution strong. If just one of pillars holding a building is unsteady, what happens to the building? Now imagine if more than half the pillars are unsteady, the building crumbles. Every "pillar" Is relevant.
