Imagine a whole state, I mean, a federating unit/partner of the sovereign business called Nigeria having an expenditure of 381 billion naira for a whole year? That's like 914 million dollar, something some Crypto big boys stake in a year. And I am sure the state would still finance part of it with dependencies from federation account and another part with facility to add to the already bulky loads of debts belittling the financial credibility of Nigeria as a country.

Governance is a joke in this country. These old fools in government lack innovative ideas to create wealth, develop economy and compete. All they know is borrow and borrow and squander and then spend the remaining valuable time on politicking vis-a-vis almajiri/gossip politics. Imo, with her mass of vibrant Igbo entrepreneurs, should be discussing budget in billions of dollars from tax and export revenue. But since the people are not empowered with enabling environment and effective infrastructure, all the states too will remain broke.
