If a project to be done or phone to be built is worth 50 million and you go to them to do it for you for 10 million the would do it for you but would also tell you the standard of what has been done . It's not even that China does not want to be corrupt, it is that their own corruption is different.
China has tackled the Nigerian kind of corruption long ago.

When President Xi Jin ping was still the equivalent of a local govt chairman in Nigeria, he jailed over 300 corrupt govt official in his jurisdiction and seized the properties of many more.
The same was going on across different parts of China.

Now, the corruption in China has changed to a different type.

It's tied to production.

For example, if a business wants to set up in China, the cut that the Govt official will get is dependent on how much production the company eventually makes.

If the company succeeds and produces a lot, the kick back to the govt official will come.
If not, then there is no kick back.

So the govt official is invested in the well being of businesses so they ensure that infrastructure, power, registration and everything else to make the business work is done.

If there is.No production, no kickbacks for you.

So their own corruption actually helps their country and so Nobody else cares.

I remember way back when Julius Berger, a german construction company used to build all our roads and bridges. They did an excellent job. But now, our leaders bring in these chinese to come and do our construction and you see the result. If I were president of Nigeria, I will not give one single contract to the chinese. They can't be trusted.
