What he could av done is talk to the LGA chairman or state Governor to declare the curfew, no traditional Ruler has any right to issue a curfew anywhere in Nigeria, it's Illegal actually, even when they want to do traditional rites et AL, they still have to get permission from state Govt and write to the Police.
