The process is an open process, so if the company submitted financial bids, most likely they have passed technical evaluation. That's the first thing to look at during the bidding process for works of this magnitude. The naming is part of the job description of the Evaluation team, when applying domestic preference. Also, I understand them quoting the lowest price during financial bids doesn't translate to 'lowest responsive bid', but they cited infractions and other offences which are serious offences against public procurement.
