Good and bad. The government has no refinery. Individuals are building two refineries in the same country. The same individuals are the major monopolizers of cement, salt, sugar and flour in the continent. It is good because the individuals contribute to GDP. It is bad because capitalism is mercilessly profit-oriented. The wealth of a nation or a whole continent is in the hands of few individuals.
