Hmmm. Another angle to consider. If they all boycott, FIFA has no chance but to be political. However FIFA will convince the European FAs against it. Sanction does not extend to football. If Syria and Israel are allowed into World Cup qualifiers, and Serbia was not kicked out of 1998 world cup while doing ethnic cleansing against Kosovans, then there is no precedent to kick Russia out
