“Akpokuedike: Duty Call in Anambra, a biography of Governor Willie Obiano’s accomplishments in Anambra State written by Prince Ike Chioke, Group Managing Director, Afrinvest Nigeria Limited was recently presented to the public in Lagos. The event took place at the conference room of the company, Gerald Road Ikoyi Lagos.

According to the ahe author, his admiration for Governor Willie Obiano’s leadership style and accomplishments inspired him to write the book in order to put “on record the remarkable public service legacy of this unusual man.”



He stressed that the book unfurls Obiano’s investment legacies in Anambra State which Anambra State Investment Promotion and protection Agency (ANSIPPA) was at the center.

He disclosed that the title catalogues his experiences as the agency’s generalship who witnessed the conception and execution of many of the legacy projects that helped realize the State’s economic’s blue print.

“Akpokuedike as the ittle of the book is derived from Obiano’s many ranks. One of them is Akpokuedike Aguleri. It was confered on him in 2000 and stands for When the Hero is Summoned, the day is saved. He earned it as a result of his accessibility, availability and preparedness to offer his help and service to the point of sacrifice.

The centrality of this title, the author says, informed his choosing it as the book’s main title, which is his history of Obiano’s administrstion for those who want to research on his 8 years as Governor of Anambra State and his creative intervention to different sectors of the economy in the State.



He said that he has been a ghost author of many books but this title on Obiano was his first direct book and probably the most researched about any governor. “This book is replete with complete, consistent and not misleading information about his sucess of private sector enterprise in Anambra State. It is a model on how State governments can drive a special purpose investment into their states. It documents Governor Obiano’s vast improvement on the economic ranking of the state which was at low level at the inception of his administration in 2014.”

Asked if there are elements of fiction in the book, Chioke said, “yes the book is embelished with some fictional conversation about Obiano and his secondary school mates in Onitsha, a kind of banters young men would have while in secondary school. It aims at giving it more life, and fun to read.”

He noted rather regrettably that the biggest challenge in the country was that “we don’t read alot these days. Technological devices and the social media had overtaken the lives of many young men and women in Nigeria. They hadly read and when things are looking down, they may never get to it unless there is Nollywood version of it to watch and see.

“Someone told me something more practical for the black man. He said if you want to make sure that Nigerians would never see anything, write it down, you would be sure they are never going to read it.

“We need information about worldview. The world needs some knowledge. We live in an information age. Books simplify our lives. Books teach us. A great deal of our learning is gained through books. Books allow us to internalize, respond, react, and transform, among others. Books are very Important in the growth and development of humanity.

“So “Akpokuedike: Duty Call in Anambra,” is an acknowledgement of someone who has done fairly to the nation. it is my own humble contribution to a man who has given me a position of influence as chairman of ANSIPPA, which enables me to know many other people who may be useful to my own business.

“It is not a political book about praise singing but documenting a story in a candid manner that it will serve as a reference guide, and also taking the effort to publish – the 203-page book and 15 chapters on Obiano’s various interventions in business, economy and industry, which is climaxed with Consolidation Through the Soludo Solutions, in Amazon. It takes a lot of personal finding to accomplish.”

It's very hard to gather these rich Anambrarians, most of them generate more money than Some states, Obiano brought them together with his positive shift and achievement in security, and Anambra is finally their 1st choice location for investment.
We all know what it was like before Obiano's administration and launching of his Operation kpochapu... Anambra was headquarter for kidnapping and assassination. these are big masquerades in the pictures, Dr Ernest Azudialu - Nestoil group, Chief Cletus Ibeto - Ibeto group, Allen Onyema - AirPeace, Dr Chidoo Nwankwo, CEO of Wichtech Industries and other great Anambarians all attends Obiano's event especially on security, Some of them even go on inspection tour to inspect state government projects during Willie Obiano's administration. these are some of the men making Igbo race proud.

Projects worth over N1 Billion executed by the
Anambra state government was commissioned in the Onitsha Military Cantonment yesterday by the Governor Willie Obiano of Anambra state.

Governor Obiano who performed the ceremony assured continuous partnership by the state government with the Nigerian Army to maintain the existing zero-c
rime rate in the state.

The projects commissioned included a 600, 000 litres water project and an officers mess guest house as well as four three-storey blocks of 48 rooms each renovated by Anambra government.

Anambra government released millions of naira to the army to refurbish its vehicles, tar all the roads in the cantonment and the gesture started from the then administration of Governor Peter Obi.

Obiano noted that the army had been instrumental to the success of the government in giving ``red card’’ to all criminals, who previously assuming that they are untouchable and unmovable in Anambra.

``We will continue to support all military and para-military agencies in the state since they have aided our security task-force to succeed in rooting out all criminals.

``The partnership between the government and the army would continue to get better since we are committed in making sure officers and men that aid us in providing security are well catered for, they as well as their families,’’ he said.

The governor said that the government was happy with pace and quality of work done in the on-going construction and re-construction of roads in Onitsha been handled by the army.

``I can testify that the army does the best quality job, delivers timely with lesser amount of money compared with other construction companies,’’ he said.

Obiano said that he would direct the commissioner of health to liaison with the cantonment commander to know the type of staff it needed for the cantonment hospital ``since the hospital is also used as HIV/AIDS designated centre for people living in Onitsha and its environs’’.

Earlier, the Commander of Onitsha Military Cantonment, Col. Mohammed Bello, thanked the state government for the projects as well as the extensive network of roads it tarred in the cantonment earlier.

``On behalf of the Chief of Army Staff (COAS), I want to thank Anambra government for its numerous contributions to the development of the cantonment as well as to the welfare and wellbeing of officers and men of the cantonment.



``Sir, the state government contributions have helped to enhance civil-military relationship in the state and today most of the residents of Onitsha understand us better,’’ he said.

In a goodwill message, the Commanding Officer of 14 Field Engineer Regiment, Onitsha, Lt. Col. Sheriff Aremu, assured the governor that the extension work in the cantonment hospital would be completed as scheduled.

13% derivation: RMAFC Add Anambra to Oil producing states, shuts out Lagos,

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has refused to list Lagos State among beneficiaries of the 13 per cent oil derivation fund, some six years after the state became oil-producing state.

A source at the RMAFC said Lagos State has not been added to the list of states benefiting from the 13 per cent derivation “due to some irreconcilable differences” with the state.

Two states- Anambra and Kogi, which are now oil-producing states, benefit from the 13 per cent derivation fund. They joined Delta, Akwa Ibom, Bayelsa, Rivers, Edo, Ondo, Imo and Abia.

Lagos State became an oil-producing state when crude oil was found in commercial quantities in 2016. Yinka Folawiyo Petroleum Company Limited, an indigenous firm and operator of OML 113 offshore Lagos in 2016 announced the commencement of production of crude oil from the field. Other partners are New Age Exploration Nigeria Limited, EER (Colobus) Nigeria Limited, Pan Petroleum (Panoro Energy) Aje Limited and PR Oil and Gas Nigeria Limited.

But Lagos State cannot join states receiving 13 per cent derivation without clearance from RMAFC.

A source at RMAFC said the state has not started benefiting from 13 per cent derivation fund because the government was playing a “hide and seek game”.

RMAFC is disputing information provided by the government in respect of the state’s position on oil production as an oil producing state.

“They are making profit as oil-producing state but don’t want to come clean. Their case is being investigated by the oil and gas committee of the commission, and we are waiting for the outcome of the committee’s investigation,” the source said.

Besides the statutory monthly allocation that goes to each state as share of revenue allocation from the federation account, oil producing states get an extra 13 per cent derivation fund. The extra fund enshrined in the constitution is meant to take care of effects of degradation suffered by oil-producing communities.

Figures from StatiSense showed that in 2021, the 13 per cent derivation proceeds was shared as follows: Delta State, N141.9 billion; Akwa Ibom State, N91.2 billion; Bayelsa State N87.2 billion; Rivers State N83.1 billion; Edo State N17.1 billion; Ondo State N11.5 billion; Imo State N9.98 billion and Abia State N4.78 billion.

An RMAFC source told The Nation that the “legal unit of RMAFC has confirmed that Kogi and Anambra states are now receive 13 per cent oil derivation”.

Obiano had earlier written to RMAFC to request the state’s “due share of revenue accruing to the nation from oil and gas production activities in Anambra State”.

RMAFC, in granting the approval highlighted that Anambra and Kogi states would start benefiting from the 13 per cent derivation fund “once the proceeds from the oil wells are contributing to the Federation Account”.

The approval letter addressed to Obiano and signed by the RMAFC’ Secretary Mr M.B. Shehu, conveyed the Commission’s “attribution of 11 oil wells wholly to Anambra state”.

The commission also “approved the attribution of Anambra River One, Two, and Three oil wells, to be shared equally (50-50 per cent basis) between Anambra and Kogi states, pending the final delineation of boundaries of the two states”.

The 11 oil wells wholly attributed to Anambra State included Ameshi One, Two, Three and Four oil wells, and Enyie One, Two, Three, and Four oil wells. Others are Nzam-One oil well, Alo- One oil well, and Ogbu- One oil well.

However, RMAFC added a caveat, saying “for the states to benefit from the 13 per cent derivation fund, the proceeds from the operations of the oil wells should be contributed to the Federation Account”.
