Comparing US and Russia is like comparing South Africa and Ghana.
Russia's mates are Britain, France, and Italy historically but the first two in particular are technologically more advanced and with a spending Power well above the Russians.
The thing there is that Russia has focused on military expansion and missile systems apart from those, Russia is economically and technologically much weaker than her mates.
China is one country that has everything it takes to really rival and even overcome US in the next couple of decades. Though they don't have the spending Power of America in any way.

Russia can't defeat China ooo. China is technically quite capable. They may not have as many nuclear warheads but they are quite capable.
