It is unfortunate.

Many people don't know that this why many civil servants are engaged in corrupt practices.

If upon retirement, all entitlements are given as when due nobody will hear cases of this nature.

Kudos to Bornu Governor, for clearing all outstanding gratuities to date. That man have sympathy.
