He laid the template for others to follow after him. He increased IGR from less than 40 billion to over 100 billion and its increasing every year. He created Eko Atlantic city and Lekki Free Trade zone where Dangote has established his refinery. He created LASTMA, LAWMA and other agencies. He automated many of the civil service processes. He fought Obasanjo to a standstill to create more LGAs. As a result, Obasanjo stopped revenue to Lagos for 4 years. Lagos survived those 4 years without federal revenue. That’s first time event in NIGERIA. His cabinet was full of highly cerebral people, many of whom became governors and even Vice President today.
