The last time modes like hamas attacked isreal with rockets, how many of the rockets made impact? And even though hamas isn't a government just a ragtag militia! What was the consequences of their actions?

Now imagine an already embattled government of Ukraine directly attacking the Russian state with barrage of missiles,of which only a few might impact because there isn't an 100% defense system anywhere!
