If you don't have a PVC, then all these other considerations you're yammering about are not a factor.
You MUST have a PVC first, before you consider of you can travel to your registered polling unit to vote or not. Or pay for a hotel room or not, or whatever mundane thing anyone can think of.
You MUST have a PVC first, before you can contemplate wether to vote or not, or wether to line up under the rain and sun to vote or not.
Even the silly act of vote selling can't be done without a PVC.
To vote against your enemy or not, first you need your PVC.

Before you participate in the election, first consideration is wether you have a PVC. Nothing else.
Not your wealth, age, health, state of mind, gender, location, religion....nothing else comes first.
