Cash handouts has its place but it never succeeds without organisation and objectivity.

It is better to fund cooperatives directly where the beneficiaries contribute their effort and/or skill while he funds the mission or enterprise.
Then it can be sustainable, then he might get a return on investment to reach even more folks.

Stomach infrastructure only lasts as long as the digestive enzymes permit then he becomes an enemy when it cannot be sustained.
Just look at the success rate of the so called N-Power, just appalling.

What government should have done instead is identify people with common skill sets and cluster them around objective enterprises then fund their efforts within those enterprises.

For example setting up, ICT, telecoms hardware, solar tech, agric specialties, small scale manufacturing, etc, clusters and then using the procurement budgets of MDA's to part fund these enterprises thus reducing the overall national social intervention bill..

Again for instance, there must be N-Power beneficiaries with skill sets in clothing and footware. Cluster them around enterprises and use the uniform and kit budgets of the military and paramilitary to partly fund those beneficiaries making it a win/win situation.

There are all sorts of ideas out there to fight poverty and get the youth away from crime and into productivity.
