In other climes ALL anti-terrorism officers wear balaclavas in operation as standard gear for this very reason.
Moreover all secret services the world over have as standard a 'Counter Intelligence Unit' which is always manned by the brightest, best and most diligent.
Their job is to maintain a sterile operating service by constantly hunting and weeding out moles.

Finally, the justice system has to step up now by way of new legislation to establish extremely harsh penalties for moles, spies and every double agent in this fight against terror such that extreme prejudice including the instant death penalty where security agents are killed in the course of duty.
