Yes people flout government rules and regulations and were meant to pay for it.
But there are more civil ways to do this.
Majority of those security guys are just high handed and maybe later the pastor will arrange his goons/ sympathizers for them unofficially and people will start crying foul.

Is he aware is church is built on drainage channel? Is he aware building his church on that particular spot will lead to blockade of the flow of water and can lead to flooding which is turn can lead to loss of lives and properties? If he does then he got what he deserve if not especially if the building is approved then he should be compensated.
