The early government did a good job with the drainage system. They had canals round the city major residential areas. You would notice the canals crossing calabar road near whitehouse through chambly, ebuka, ephraim, down to palm street, uwanse to the river there.
But the newly developed areas like 8 miles where this incident happened lack such drainage system.

I wouldn't agree with you 100% cause the drainage system on calabar high way down to 8miles can accommodation any amount of water level.. Tho the town planning at 8miles is poor due to the fact land was being sold at a very cheap price back then.. But the drainage on the highway are just gutters not canals. There should be canals to collect all the water as they flow. You see, without such, the terminal part of the gutters like 8 miles, would continue to suffer from this type of event.
